RULES OF PROCEDURE

9th Congressional District North Carolina Democratic Party Convention

Saturday, May 14th 2011

1.        The 9th Congressional District Democratic Party Annual Convention will convene on May 14th, 2011 and shall be governed by the North Carolina Democratic Party Plan of Organization and other rules and regulations stated within this motion. Parliamentary questions not specifically covered by the Rules of Procedure shall be governed by the latest edition of Robert’s Rules of Order.

2.         Rules of Debate; To assume the floor, the Chair will ask the Delegate for what purpose does that Delegate rise and if the purpose is in order, the Chair will recognize the Delegate to state their name and county, then the purpose in rising.

The Chair will rule Out of Order any issue or matter not pertinent to the issue currently before the Convention.

Issues or matters not pertinent to the topics that are currently before the Convention; may be taken up at the conclusion of regular business.

Delegates can speak only once and no longer than three (3) minutes on the issue currently before the Convention unless asked a direct question by a Delegate that has assumed the floor.

3. Per prior notice to the Convention Delegates, all Certified County Resolutions were required to be submitted in written form to the Resolutions Committee by 10:00 am on May 14th, 2011.  Resolutions will not be accepted from the floor of the Convention as stated in the NCDP Plan of Organization.

4.         The Report of the Resolutions Committee will be presented to the Convention for a single vote on the Motion as a whole, with the Resolutions deemed:

( A ) Adopted by the Resolutions Committee
( B ) Not adopted by the Resolutions Committee
( C ) Tabled for further review by the 9th District Executive Committee

5. Suspension of rules: any standing rule may be suspended for a particular specified purpose by a 2/3 vote of the delegates.

6.       Amendments to a Resolution adopted by the Resolutions Committee in The Report of the Resolutions Committee will only be considered by the Convention with an affirmative vote by the Convention Delegates to Suspend the Rules.

7. Resolutions addressed in The Report of the Resolutions Committee will only be considered individually by the Convention with an affirmative vote by the Convention Delegates to Suspend the Rules.
